When creating a resume you have your one opportunity to sell yourself to a prospective employer. It also represents the first opportunity which that employer has to find out about you, your knowledge, your skills and your attributes. With this in mind, it is important to look at your resume from the employer's point of view. Remember that they are likely to have more than a hundred applicants, so restrict your resume to just two pages if possible, and make it relevant. Tailor your resume writing to the specific job application.
A good resume will follow a familiar format. An employer will rarely look kindly upon a very different style of resume, although they will certainly notice it, for better or for worse. This is a judgment you will have to take depending upon the type of job, but it is recommended that a standard framework is adhered to in the vast majority of cases.
Keep it simple. Your full name, in bold, at the top. There is no need to add 'Resume' or 'Curriculum Vitae', as it should be obvious what it is. An optional section can follow this, your personal profile. This could be a positive statement of your skills and attributes, your career aspirations. Avoid clichés and buzzwords, and be aware that a badly presented personal profile can do more harm than good, so be careful with your choice of words and steer clear of irrelevant terminology.
One of the most important sections when creating a resume is the description of your current or most recent job, or your academic achievements if you are still at this stage. You need to engage the reader to demonstrate your competence through your achievements to date. You should try to tailor these specifically to the job for which you are applying, and avoid focusing on one single element. By appearing to overlook any demonstration of competence in other areas required by the application you could raise doubts by their omission.
Your employment history should follow this, in reverse chronological order, with the month and year of starting and finishing each job. This should be a compact summary of the responsibilities required by your previous employers, and you should ensure that there are no 'suspicious' gaps in your employment. If you were between jobs, travelling, or spending more time with your family, say so.
Your education and qualifications should also be detailed in reverse chronological order, the most important and relevant qualifications coming first. Be sure to include any relevant training, courses taken, or training by a previous employer, adding the date and the course title.
Finally, add your personal details, including full name and title, your postal address and full contact details, along with other relevant information such as whether you have a full, clean driving licence. You may be required to provide two references, and one of these should be your current or most recent employer, or your personal tutor if you have recently graduated.

BASIC FUNCTION OF POSITION

The incumbent will perform Consular Associate duties in the Consular Section.

REQUIRED QUALIFICATIONS

NOTE: All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

1. Education Required: A high school diploma. In addition, applicants must have EITHER (1) completed the 31-day Consular Course PC530 within the last 5 years, or be willing to attend the course while already present in the United States, OR (2) have 1 year of Consular work experience within the last 5 years, following successful completion of the 31-day Consular Course PC530.

Note: Any otherwise qualified candidate may contact HR for a contact in the Family Liaison Office “FLO” in Washington, who will assist with enrollment in PC 530. At present, the earliest possible opening is for a course that runs from July 29 through September 12. This is subject to change. Please note that participation in this course must be self funded.

2. Work Experience: For FP-06 level: A minimum of 1 year of consular work experience within the last 5 years is required. For FP-07 level: No prior Consular work experience within the last 5 years is required.
3. Language Requirement: Level IV (Fluent) speaking/reading/writing English is required.
4. Knowledge: General knowledge of consular responsibilities and duties.
5. Skills and Abilities: Typing level III (40wpm). Excellent communication and interpersonal skills; ability to deal effectively with a culturally diverse public and to work diplomatically under pressure; strong computer skills, including Microsoft Office (Word, Excel, PowerPoint and Outlook), Internet, and ability to master Consular software applications and possession of interim or full secret clearance is required.
SELECTION PROCESS
After an initial application screening, applicants will be invited to a testing process that may include a written examination and oral interviews. The selected candidate must pass pre-employment medical and security investigations before beginning work. The initial appointment period is one year, subject to renewal.

Normally, candidates for employment are hired at the first step of the designated pay grade. In some instances, candidates may be hired at a higher step when exceptional qualifications or previous governmental service and pay level so warrant. The Human Resources Officer will make the decision with the concurrence of the employing section.
ADDITIONAL SELECTION CRITERIA

1. Management will consider nepotism/conflict of interest, budget, and visa status in determining successful candidacy.

2. Current employees serving a probationary period are not eligible to apply.

3. Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.

4. Currently employed U.S. Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their appointment.

5. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.

DEFINITIONS

1. Eligible Family Member (EFM): An individual related to a U.S. Government employee in one of the following ways:
• Spouse or same-sex domestic partner (as defined in 3 FAM 1610);
• Child, who is unmarried and under 21 years of age or, regardless of age, is incapable of self-support. The term shall include, in addition to natural offspring, stepchildren and adopted children and those under legal guardianship of the employee or the spouse when such children are expected to be under such legal guardianship until they reach 21 years of age and when dependent upon and normally residing with the guardian;
• Parent (including stepparents and legally adoptive parents) of the employee or of the spouse, when such parent is at least 51 percent dependent on the employee for support;
• Sister or brother (including stepsisters and stepbrothers, or adoptive sisters or brothers) of the employee, or of the spouse, when such sibling is at least 51 percent dependent on the employee for support, unmarried, and under 21 years of age, or regardless of age, incapable of self-support.

2. U.S. Citizen Eligible Family Member (USEFM): For purposes of receiving a preference in hiring for a qualified position, an EFM who meets the following criteria:
• U.S. Citizen; and,
• EFM (see above) at least 18 years old; and,
• Listed on the travel orders of a direct-hire Foreign, Civil, or uniformed service member assigned to or stationed abroad with a USG agency that is under COM authority, or at an office of the American Institute in Taiwan; and either:

1. Resides at the sponsoring employee's or uniformed service member's post of assignment abroad or at an office of the American Institute in Taiwan; or

3. Appointment Eligible Family Member (AEFM): EFM (see above) eligible for a Family Member Appointment for purposes of Mission employment:
• Is a U.S. citizen; and
• Spouse or same-sex domestic partner (as defined in 3 FAM 1610) or a child of the sponsoring employee who is unmarried and at least 18 years old; and
• Is listed on the travel orders or approved Form OF-126, Foreign Service Residence and Dependency Report, of a sponsoring employee, i.e., a direct-hire Foreign Service, Civil Service, or uniformed service member who is permanently assigned to or stationed abroad at a U.S. mission, or at an office of the American Institute in Taiwan (AIT), and who is under chief of mission authority; and
• Is residing at the sponsoring employee's post of assignment abroad or, as appropriate, office of the American Institute in Taiwan; and
• Does not receive a Foreign Service or Civil Service annuity.
4. Member of Household (MOH): An individual who accompanies a direct-hire Foreign, Civil, or uniformed service member permanently assigned or stationed at a U.S. Foreign Service post or establishment abroad, or at an office of the American Institute in Taiwan. An MOH is:
• Not an EFM; and,
• Not on the travel orders of the sponsoring employee; and,
• Has been officially declared by the sponsoring USG employee to the COM as part of his/her household.

A MOH is under COM authority and may include a parent, unmarried partner, other relative or adult child who falls outside the Department’s current legal and statutory definition of family member. A MOH does not have to be a U.S. Citizen.

4. Not Ordinarily Resident (NOR) – An individual who:
• Is not a citizen of the host country; and,
• Does not ordinarily reside (OR, see below) in the host country; and,
• Is not subject to host country employment and tax laws; and,
• Has a U.S. Social Security Number (SSN).

NOR employees are compensated under a GS or FS salary schedule, not under the LCP.
5. Ordinarily Resident (OR) – A Foreign National or U.S. citizen who:
• Is locally resident; and,
• Has legal, permanent resident status within the host country; and,
• Is subject to host country employment and tax laws.

EFMs without U.S. Social Security Numbers are also OR. All OR employees, including U.S. citizens, are compensated in accordance with the Local Compensation Plan (LCP).

Role: Ensure effective and coordinated delivery of livestock development interventions aimed at improving access to food and income for the livestock dependent households in project areas.

The Natural Resources Management officer will report directly to the Uganda based project manager.

Main Duties and Responsibilities

1. Programme Planning and Implementation

  • Prepare in relation to each project, annual, quarterly and monthly NRM/EWS work plans, budgets and reports and submit to the Project Manager.
  • Implement according to each project’s Workplan all activities related to NRM/EWS: including but not exhaustive: Community based NRM (environment, water facilities), Contingency/Preparedness planning, DRR related activities and Capacity building (training).
  • Conduct Monitoring and Evaluation of project activities related to area of operation and jointly with other project staffs on the same project. .
  • Contribute in reports (monthly, intermediate and final) compilation for submission to Donors.
  • Monitor the impact of the above activities on a quarterly basis
  • Team up with Logistics to ensure effective procurement, delivery and management of livestock inputs and services as per technical specifications.
  • Ensure integration of mainstreaming themes such as gender, HIV/AIDS, peace building, environmental protection, etc into the project cycle.
  • Manage relationships and linkages with other Water and NRM service providers at district and national level.
2. Programme Technical Guidance and Support
  • Provide technical guidance and support to partners during the design and implementation of NRM/EWS activities under KLDP 2/ICRD III/L4L/REGLAP Projects
  • Collaborate with the District technical departments (Water Department, Production office, Chief Administrative Office, RDC office) in all action related to NRM, EWS, Peace Building and Conflict mitigation as per the District and current government policy.
  • Support target groups and partners in the mitigation of drought impacts using appropriate response mechanisms.
3. Monitoring, Evaluation and Learning
  • Closely monitor and report regularly on progress and impact of KLDP 2/ICRD III/L4L/REGLAP projects against set targets and progress indicators.
  • Keep track of NRM/EWS sector budgets and ensure proper utilisation and accountability of allocated funds.
  • In collaboration with the District Technical Departments and in relation to each project, support the development and implementation of simple monitoring framework for NRM plans, Management of water points, EW information in the projects areas.
  • Regularly monitor disaster onsets using early warning signals and suggest appropriate response mechanisms.
  • In a timely manner, compile activity progress and monitoring reports and submit to the Project Manager for integration into final reports.
4. Networking, Coordination and Advocacy
  • Build and foster local alliances and networks that enhance sharing, learning and advocacy for DRR and Climate change.
  • Work closely with other NGOs/CBOs and technical experts for harmonisation DRR, NRM, EWS and climate adaptation interventions/approaches.
  • Represent VSF Belgium in coordination meetings and reviews.
  • Participate in:
  1. VSF B Internal meetings (PMs , annual, departmental, Finance , planning)
  2. District level meetings with development actors in Karamoja cluster
  3. Regional cross border meetings in the Karamoja cluster
  4. Meeting with project beneficiaries and local partners.
5. General Tasks
  • Take an active part in proposal writing for supporting viable livelihoods micro-projects for target pastoral groups.
  • Give administrative support to the team and carry out such duties as may be delegated by the Project Manager from time to time.
Essential or Minimum Requirements

Education
  • University degree in either natural resources management, Land use planning, environmental management, development studies, range management or related fields from a recognized university
Knowledge and experience
  • Water resources development in the rangelands of East Africa for at least 3 years
  • Pasture management and conflict mitigation in the pastoralists systems for at least 2 years
  • Land use planning among pastoral communities for at least 2 years
  • Working Knowledge on participatory methodologies of empowerment of communities in natural resources utilization
  • Community based approaches in development
  • Be fully conversant with the Ugandan land laws
Skills
  • Ability to articulate Livelihood options and diversification for rangeland environments
  • Computer literacy with very good MS Word and Power point
  • Strong interpersonal and communication skills
  • Good writing and reporting skills
  • Ability to work under pressure in remote areas with pastoral communities
  • Ability to deal with conflict and crises and mobilize communities for appropriate response

The PM will be an office based role, but require a good level of specialist technical knowledge.

Qualifications:

• University or Technical Degree in Civil, Mechanical or Electrical Engineering and/or Construction Management
• 2 or more years of experience in telecommunications site development project management.
• Fluency in English both written and spoken
• Legal and valid Driver’s License and safe driving record

3. IMPLEMENTATION MANAGER

The implementation manager is responsible for all activities related to turn key projects for customer installation. This position provides oversight to the Project Managers setting the direction, enforcing Policies, driving best practices and overseeing efficiency. The Project Managers work closely with the Head of implementation to ensure objectives are achieved for the Regions.

Academic Qualifications:

• Degree in Electrical/Electronics Engineering
• Diploma/Certificate in project management

Experience:

• 3+ years of construction and or compliance experience
• 2+ years in a Project Manager role overseeing multiple large scale projects.
• 3+ years of customer service experience
• Proficient in Microsoft suite

BACKGROUND:
SNV is an international development organisation, created as a foundation in the Netherlands in 1963. We currently work in 32 countries in the world, most of them in Africa. SNV started working in Uganda in 1989. At present we work mainly in West Nile, Central, Rwenzori and North East regions. The initial programme focus will be in 750 schools and communities in the districts of Arua, Nebbi, Nwoya, Lira Soroti Bundibugyo, Kyenjojo and Kasese.

We are looking for competent, motivated, result-oriented individuals to fill the available vacancies.
OVERALL PURPOSE OF THE JOB:
The advisor will work in the SNV team to facilitate the implementation of the program together with all stakeholders.

The advisors will promote sustainable agriculture, using school gardens as an entry point. The advisor will work closely with the SNV WASH team to implement the programme.

MAIN RESPONSIBILITIES:

Facilitate stakeholder engagements that bring together communities, local governments, economic actors and school administration to develop school gardens and other community empowerment solutions.

Facilitate the design and set up of good agriculture practice demonstration gardens in selected schools.
Facilitate the use of these demonstration sites to build the capacity of communities on innovative agronomy practices for increased household food security Facilitate increased collective marketing by functional farmer economic groups.

Facilitate increased communities' access to quality extension services such as water supply, household sanitation and hygiene improvements, increase of house hold income Contribute to periodic research and data collection initiatives Build the capacity of local service providers to deliver the program objectives
Document interesting results and lessons learnt, including the process followed, identifying key success factors for scaling-up and the support supplied by SNV and UNICEF, and present study and research findings at relevant forums.

EDUCATION AND WORK EXPERIENCE REQUIREMENTS:
A. Education and work experience:
Master’s degree in Economics, Agriculture, Development Studies or equivalent.

Additional qualifications in value chain development or agronomy will be an added advantage.

Practical and demonstrable past experience implementing agriculture interventions at community level.
Practical experience in promoting farmer-friendly extension models such as farm field schools and other methodologies.

Proven knowledge and experience in facilitation of Multi- Stakeholder Platforms; producer group strengthening, good governance; social inclusion, gender;
Excellent teamwork, coaching and communication skills

At least 5 years of working experience preferably of which at least 3 years in a development organization that has been actively involved in livelihoods development.

Knowledge on WASH will be an added advantage Desired Start date: 1 September, 2011

Role of the Position

3. Must have excellent interpersonal and excellent ability to communicate clearly and concisely both orally and in writing.
4. Must have a minimum of fi ve year’s experience in gender policy infl uencing work and lobbying.
5. Must have proven/demonstrated interest in understanding of, and commitment to gender equity and equality, social justice and development.
6. Must have at least fi ve years’ experience and skills in networking with local and international NGOs and agencies, ministry level partners, faith-based organizations and local community based organizations.
7. Must be able to travel extensively throughout Uganda.

1. Procurement Officer (1 Post)

The Procurement Officer reports to the Executive Director and heads the Procurement and Disposal Unit of NEMA. He /She will work in close collaboration with the Director Finance & Admin.

Basic Function

The Procurement Officer will support the preparation, management and contracting of a variety of goods, works and services of NEMA. He/ She will also support Quality Assurance functions related to procurement and contracting of services and participate in all procurements undertaken at NEMA.

Qualifications & Experience:

A good first degree in Economics, Business Administration, Procurement & Logistics.
A Post Graduate Diploma in Project Planning & Management, Public Procurement Management as an added advantage for those without a first degree in procurement & logistics;
A Masters’ degree in the above disciplines is an added advantage.
At least 5 years’ experience in a business environment in procurement services either public or private sector or international organizations;
Full Membership of the Institute of Procurement Professionals of Uganda.
Age: Not less than 30 years

2. District Support Officer (1 Post):
The District Support Offi cer reports to District Support Coordinator.
He /She will be responsible for liaising with other
NEMA Departments, Central and Local Government Agencies, private sector, intergovernmental organizations and nongovernmental organizations.

Qualifications:
Advanced degree in Natural Resource Management, Environmental Sciences. Natural sciences or Environment Management discipline.
Post graduate training in development planning and community mobilization will be an added advantage.
Experience:
At least 5 years experience in the field of local government programs, Environmental Management and community development programs.
