JOB CONTEXT: Following consultation between Handicap International (HI), the Uganda Mine Action Center (UMAC) and the United Nations Development Program (UNDP) at the 9th Mine States Parties meeting in Geneva November 2008, HI conducted, in March 2009, a mine action assessment mission in Western Uganda. The assessment mission confirmed the presence of mine/ERW (Explosive Remnants of War) and a significant socio-economic impact in Western Uganda which was not being fully addressed. HI has started to assist the Ugandan authorities to prevent disability from contamination of ERW, protect most at risk groups until clearance and return is possible, and contribute to victim assistance. The project proposed by HI has taken place through a coordinated mine action approach in the affected district of Kasese. The approach will include Mine/ERW Risk Education and ERW Victim Assistance, in coordination with development and capacity building.

JOB DESCRIPTION: You will be responsible to ensure implementation and supervision of Mine Action project (Victim Assistance & Mine Risk Education) in the intervention area. To address this objective you will have to build a strong relationship with main HI Uganda strategic partners.

You will be based in Kampala under the responsibilities of the Head of mission, and will have to travel to different sites up to 70% of your time. You will ensure the management, the implementation, the supervision and the follow up of the whole Mine Action project, in Uganda, and for the AUSAID cross border Mine Action project, in the East of Congo DRC.

Your main responsibilities are to:

  • Budget and manage the project
  • Ensure the programs' advancement supervision with respect to technical and budgetary plans
  • Link with Log Manager, Admin Manager, Livelihood Technical Advisor, VA Technical Advisor, and MRE Coordinator to define the intervention strategy, check the advancement of Mine Action projects through regular field visits, write narrative and budgetary project proposals
  • Coordinate the HI Mine Action project in Uganda, and Congo DRC, with other Mine Action players
  • Manage the Mine Action Congo Uganda Project staff members

    CANDIDATE PROFILE: As the successful candidate you will have:
  • Higher education in economics, social sciences, management
  • At least 3 years experience of implementing and developing projects, including experience of team management and project engineering-related issues

PSI seeks applicants for the position of Business Systems Analyst for Supply Chain Management (SCM). This position is responsible for implementing and supporting the Lawson ERP system in designated PSI field offices. This includes conducting Business Needs Assessments; delivering training for the Lawson Procurement suite; and providing extended support to field offices and HQ as needed. This position is high paced and requires motivated individuals who can follow directions; work independently as well as with a team and liaise with multiple functional departments. The position is based in Washington DC and will report to the Technical Project Manager. International travel is required.
Project Background PSI has implemented an organization-wide financial management system using the Lawson software suites. The system was implemented in Washington DC; Kenya; Uganda; South Africa; Zimbabwe; Nepal; Cambodia; Zambia and Tanzania. The goal is to implement the system to a select group of PSI field offices in the coming years.
RESPONSIBILITIES:
  • Conduct Business Needs Assessments to gather required data from field offices
  • Analyze country business requirements and make appropriate design decisions
  • Configure required setup for each field office within the system
  • Prepare and update design documents
  • Conduct system tests to validate system design
  • Assist with reconciling starting balances between the legacy systems and Lawson
  • Assist with gathering all user information required for security configuration
  • Prepare end-user training materials including sandbox exercises and online courses

Background

The Ecosystem Based Adaptation (EBA) Programme for Mountain Ecosystems in Uganda, Nepal and Peru aims

strengthen the capacities of these three countries, which

are particularly vulnerable to climate change impacts, to strengthen ecosystem resilience for promoting ecosystem-based adaptation (EBA) options and to reduce the vulnerability of communities, with particular emphasis on mountain ecosystems.

The programme is funded by the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) through its International Climate Initiative, and is implemented through a partnership of the United Nations Environment Programme (UNEP), the United Nations Development Programme (UNDP) and the International Union for the Conservation of Nature (IUCN)

.

Climate change impacts are already affecting the functioning and integrity of several ecosystems and are adding to the stress resulting from other anthropogenic interventions such as unsustainable land use practices. The project countries and targeted ecosystems have been identified as particularly vulnerable to climate change impacts. A multitude of communities depend upon the services provided by these ecosystems.

Specifially the project will support:

  • The development of methodologies and tools for mountain ecosystems
  • The application of the above tools and methodologies at the national level.
  • The implementation of EBA pilots at the ecosystem level.
  • The formulation of national policies.

The project will create new opportunities for experimental learning between regions and among countries within the same region. Through parallel and cooperative development and application of methodologies and tools and the implementation of pilot projects, the project will shorten the learning curve of local and national institutions and fast-track the transfer of knowledge and experience in relation to building ecosystem resilience.

UNDP, on behalf of the partnership, wishes to contract a qualified candidate to be the Uganda National Programme Coordinator. The contract will be performance-based will be reviewed and renewed annually up to a maximum of three( 3) years based on a positive assessment of the incumbent's performance. Terms and conditions of service linked to type of proposed contract will apply.ing an economic case for EBA at the national level.

Duties and Responsibilities

The National Coordinator (NC) will work in close collaboration with the IUCN-UNEP-UNDP regional teams and will lead the day-to-day management of the project at national level, on behalf of the partnership. The NC will report to the National Steering Committee comprising of UNEP, IUCN and UNDP among others. UNDP in consultation with UNEP and IUCN shall play a quality assurance role in support of project implementation at the national level. The NC will be serve as the secretariat to the Committee.

The NC will have four key responsibilities:

  • Overall management of the programme implementation, including personnel, subcontracts, training, equipment, administrative support and financial reporting.
  • Coordinating the different inputs from the 3 partners
  • Technical advisory role
  • Monitoring, evaluation and reporting.

These are detailed below:

1.

Overall management of the programme implementation

The incumbent will carry out programme activities as outlined in the project document, and as approved by the National Steering Committee under the guidance and supervision of the national project director assigned by the Ministry responsible for Environment. Specific responsibilities will be:

  • Coordinate the activities of the three partners in the country-level programme to ensure synergy and avoid duplication.
  • Promote overall integration of the programme, specifically ensuring joint planning, joint monitoring and shared learning.
  • Provide technical supervision of EBA Project staff recruited by both UNDP and IUCN.
  • Lead the National Coordination Team and report on to the National Steering Committee (Project Board in UNDP terms) .
  • Provide a secretariat to the National Steering Committee and report to UNEP, UNDP and IUCN as members of the partnership and others.
  • Ensure timely consolidation of reports prepared and submitted by all partners including technical, financial, study tour/fellowship reports.
  • Ensure close coordination between other relevant project and programmes
  • Facilitate coordination and other support for consultants hired for the project, and for any relevant BMU, UNEP, IUCN and UNDP missions directly related to the project.

Technical advisory role, the incumbent will jointly (with other partners)

  • Provide technical inputs to the different project components – including preparation or comments on TORs of consultants and their reports.
  • Lead in the design and implementation of actions to facilitate making the case for informing policy with respect to EBA at national level.
  • Facilitate the building of capacity and awareness of key stakeholders on the importance of EBA approaches.
  • Support and promote gender equality and social inclusion in programme activities as well as among the project staff
  • Help develop relevant policy briefs on EBA.

3.

Monitoring, evaluation and reporting, the incumbent will jointly (with other partners):

  • Carry out regular follow-up and monitoring of pilot sites.
  • Regular monitoring and reporting on risks and mitigation measures.
  • Support the use of action learning at the landscape level.
  • Document and disseminate the lessons learned through studies, audio-visual productions and electronic means such as CD-ROM and DVD.
  • Provide regular updates on the project's progress as requested by the National Project Director (NPD), IUCN, UNDP and UNEP.
  • Participate in meeting, training, workshops and events organized by project partners.
  • Facilitate independent evaluations as fielded by project partners.

  • Demonstrated knowledge and experience in working on policy development and capacity building - this includes use of methodologies that maximize performance for ecosystem-based adaptation.

Duties and Responsibilities

The Project Officer shall report to the National Coordinator of the EBA project based in the Ministry of Water and Environment (Implementing partner):

  • The Project Officer shall coordinate project activities in Sironko and Bulambuli District Local Governments as Responsible parties.
  • The Project Officer shall liaise with the Districts of Sironko and Bulambuli through the Chief Administrative Officers.
  • The Project Officer shall also liaise with IUCN project activities in Kapchorwa and Kween Districts on a regular basis to create synergies between the two project components.
  • Provide co-ordination, management and supervision of project implementation activities in Sironko and Bulambuli Districts.
  • Develop a detailed work plan for the project at inception phase.
  • Control expenditures and ensure an adequate management of the resources provided for the project.
  • Prepare periodic progress reports on the project as per UNDP requirements.
  • Organize and facilitate district / field level workshops.
  • Liaise with the National Coordinator who will be the secretary to the Project Board.
  • Liaise with the District Chief Administrative Officers, District Technical Planning Committees and relevant Sub Counties of Sironko and Bulambuli Districts.
  • Liaise with relevant Community Based Organisations within Sironko and Bulambuli Districts among others to further the project objectives.

The Chief of Party will oversee a regional stability project in Uganda which aims to address the causes and consequences of violent conflict. To achieve this objective, the Project will integrate a core set of activities in three components: 1) Peace-building and reconciliation; 2) Economic security and social inclusion; and, 3) Access to justice. The COP will be the senior in-county technical and administrative supervisor of all project activities. S/he will have overall responsibility for coordinating program activities at the highest levels among a diverse group of local stakeholders and beneficiaries. This includes liaising with government officials, USAID personnel, and civil society leaders; as well as supervising partnering organizations and sub-grantees. The COP helps ensure timely project implementation, monitoring of activities, and management of project staff and subsidiaries. The COP has ultimate responsibility for project financial accountability and reporting to USAID and Creative Associates home office.

Reporting and Supervision

The Chief of Party reports to Creative's HQ Program Director.

Primary Responsibilities

Is responsible for overall technical and financial performance of the project; Manages/leads in-country staff to ensure that the project is achieving all deliverables; Ensures that technical, financial, and administrative activities are carried out according to USAID and Creative's policies and procedures; Manages subcontractors to ensure that their performance meets or exceeds technical and financial contractual requirements; Maintains and nurtures Creative's relationship with USAID by communicating on a weekly basis Successfully manages the project's relationship with local governments/ministries and other stakeholders; Oversees creation and implementation of project monitoring and evaluation activities; Engages in frequent, routine communication with the Home Office so that the Project Director is aware of both progress and potential issues. Solicits assistance and input as needed to ensure that the project's performance meets or exceeds technical and financial contractual requirements.

Required Skills and Qualifications

JOB CONTEXT: Following consultation between Handicap International (HI), the Uganda Mine Action Center (UMAC) and the United Nations Development Program (UNDP) at the 9th Mine States Parties meeting in Geneva November 2008, HI conducted, in March 2009, a mine action assessment mission in Western Uganda. AF/TOB Tobacco Free Initiative

OBJECTIVES OF THE PROGRAMME :

The objectives of the tobacco control programme in WHO is to reduce the global burden of disease and death caused by tobacco, thereby protecting present and future generations from the devastating health, social, environmental and economic consequences of tobacco consumption and exposure to tobacco smoke. This is accomplished through providing global policy leadership; encouraging mobilization at all levels of society; and promoting the WHO Framework Convention on Tobacco Control (WHO FCTC). The WHO FCTC encourages countries to adhere to its principles, and the Tobacco Free Initiative (TFI)Programme supports them in their efforts to implement tobacco control measures based on its provisions. The tobacco control programme in AFRO seeks to influence national and international efforts to achieve tobacco control policies that are pro-public health, and also to increase the ability of Member States to manage the opportunities related to implementation of the WHO FCTC.

The World Health Organization is the recipient of a Bill & Melinda Gates Foundation grant to implement model, sustainable sub-regional tobacco control capacity building and to work with Member State Governments in the African Region to promote tobacco-control oriented policy change.

Description of duties:

Under the broad guidance and direct supervision of the Senior Project Officer (Gates), and in collaboration with TFI AFRO and the Global Coordination Team at TFI HQ, the incumbent:

1. Provides technical, tobacco control-specific programmatic expertise and guidance relevant to the establishment of the African Tobacco Control Resource Centre (ATCRC);

2. Assesses leading tobacco control practices and research to identify innovative approaches and models for integration into the ATCRC's initiatives;

3. Advises the Director of the ATCRC in developing and implementing the Centre's initial tobacco control capacity building trainings, product and service offerings;

4. Liaises on the technical level with ATCRC's external partners and technical counterparts within WHO and relevant AFR Member State governments to forward the work of the ATCRC;

5. Identifies and evaluates tobacco control research opportunities for the ATCRC and encourages national counterparts to seek new scientific courses of investigation, building tobacco control capacity and sustainability;

6. Provides the Senior Project Officer (Gates) with advice on attainment of the ATCRC tobacco control programme objectives and execution options, within the agreed operational parameters;

7. Any other appropriate duties and functions, as required by the Senior Project Officer (Gates)

REQUIRED QUALIFICATIONS

Education:

Essential: Advanced degree in public health, administration or policy.

Desirable: Training in tobacco control

Skills:

Excellent track record in tobacco control programme planning and implementation at the national or international levels;

Demonstrated knowledge of and experience in complex tobacco control project;

Proven ability to develop and support health programmes in developing countries, preferably in countries with a high burden of tobacco use and resource-limited settings;

The Post Doctoral Fellow will work in a project to develop smallholder pig production systems and their associated value chains in Uganda and will report to the Project Manager. The Fellow will be part of a team designing and evaluating a pilot intervention to improve livelihoods, incomes and assets of smallholder households by raising productivity of their pig enterprises based on a package of technical and organizational strategies. Uganda Country Manager – Great Lakes Programme

Project Director, Uganda

The International Rescue Committee (IRC) responds to the world's worst humanitarian crises and helps people to survive and rebuild their lives. The IRC in Uganda: The IRC has worked in northern Uganda since 1998, implementing relief, recovery and post-conflict development programs in response to the devastation wrought by rebel group the Lord's Resistance Army. Today, the IRC is helping tens of thousands of people displaced by violence to return home and rebuild their communities, following a cease-fire agreement in 2006. At the same time, in Karamoja—one of the poorest and least developed areas in Uganda—the IRC works with communities affected by violence to promote peace and improve access to services since 2002. The IRC in Uganda is implementing a five year strategic plan (2011 – 2015) focusing on meeting the unique needs of adolescent girls, strengthening partnerships with the government, civil society and the private sector, promoting accountability and incorporating evidence-based approaches.

Specific notes on the HSAP Project Management: The IRC is currently preparing a proposal in response to a DFID-funded request for applications to improve community-driven accountability and monitoring of health services. This Health Sector Accountability Project (HSAP) is part of DFIDs complex, multi-year Uganda Accountability Program. The Program Director will work with a team of staff to manage the project's portfolio of sub-grants and oversee support to civil society partners throughout the sub-granting cycle (organizational development; technical trainings on gender, reproductive health, accountability seeking behaviors and advocacy; project cycle management; compliance and reporting).

  • This position will be an employment agreement with the IRC and is contingent on the IRC being awarded funding.
  • The anticipated project duration is October 2011 through December 2015, and is characterized by a six-month inception/ planning period followed by implementation.
  • The IRC is leading on this proposal, but working with GOAL, Uganda in the submission and subsequent project implementation.
  • If the IRC/GOAL is successful in getting this contract from DfID, the position would directly supervise project staff embedded in the IRC and GOAL Uganda staff.

    Responsibilities:
    Provide Strong Leadership to the HSAP
  • Ensure that the project is implemented in accordance with the terms of the DfID contract, the IRC regulations and at the highest professional standards.
  • Ensure that the project is carried out without cost overruns.
  • Provide direct technical and managerial supervision to all project staff to ensure high quality program implementation to achieve maximum coverage and impact.
  • Act as the primary representational link with DFID Uganda, government offices and other donors, multinationals and technical agencies as applicable.
  • Work closely with DFID Uganda and agencies implementing other related projects or other DFID projects under the Uganda Accountability Program.
  • Represent the project to all key stakeholders, government officials and donors at workshops, conferences and coordination meetings.

  • Lead inception stage activities (6 months) including: o Organize and draft guidance for a sub-grant process that adheres to DFID and IRC policies and procedures. o Develop manuals and procedures for grant applications. o Prepare a draft call for grant applications and issue a call for concept notes. o Based on emerging trends in the concept notes, revise manuals and procedures for full grant application process. o Organize (and outsource) assessments in areas of reproductive health and social exclusion analysis. o Organize (and outsource) baseline survey. o Establish and M&E plan, detailed year 1 workplan, detailed year one budget. o Submit inception report to DFID.

  • Manage sub-grant process including: o With IRC/GOAL and HSAP team, review and provide feedback on all concept notes and sub-grant proposals. o Ensure award of sub-grants to Ugandan NGOs, CBOs and district level advocacy networks. o Conduct, in collaboration with program staff, pre-award assessments of all new sub-grantees prior to sub-grant award. o Ensure submission and approval of Anti-Terrorism Compliance documents for all new sub-grantees prior to sub-grant award. o Prepare sub-grantee agreements and modifications.

    Civil Society Capacity Building
  • Ensure potential sub-grantees are familiar with DFID and IRC sub-grant policies and procedures.
  • Working with fellow IRC/GOAL staff, disseminate guidelines about, and train potential sub-grantees in, the process of submitting sub-grant proposals responsive to this project's needs and in line with USAID and IRC regulations.
  • Prepare, in collaboration with HSAP program staff and sub-grantees, individual capacity building plans for all sub-grantees.
  • Oversee provision of quality technical (health sector) support to CSO partners as required.
  • Identify, possibly through expressions of interest, organizations/firms that are capable of providing organizational development and other trainings as identified by the CSO partners.
  • Prepare monitoring plan for all outsourced organizational development trainings for sub-grantees.
  • Support the HSAP staff to conduct and document regular mentoring and follow-up of sub-grantees.

    Monitoring, Evaluation & Learning
  • Conduct regular meetings with sub-grantee partners and program staff;
  • Inform program staff about key compliance issues and support program staff to work with partners to address problems;
  • Ensure that M&E Coordinator: o Maintains filing system (both hard and soft copy) for all sub-grantees' agreements, amendments, proposals, reports, payments and important correspondence; and o Develops sub-grantee tracking sheets and data bases that capture key information;
  • Ensure timely submission of sub-grantee technical and financial reports, and ensure the review of reports adheres to IRC requirements.
  • Coordinate with IRC's Finance Department to facilitate timely processing of all sub-grantee payments.
  • Ensure completion of required reports to the donor.

    Requirements:  Master's Degree or higher in Social Sciences, such as international development, social work, or public policy.
     At least 10 years experience in designing, implementing and managing related civil society development programs, preferably in relation to community-accountability mechanisms.  Minimum of five years experience in advocacy-related work.  Experience (implementation or oversight) of programs in the health sector, focusing on demand side strategies for improving health service delivery.  Strong knowledge of DFID rules and regulations.  Demonstrated skills and experience working and collaborating with international and local non-profit organizations.  Strong negotiation skills and the ability to develop strong relations with local counterparts, donors, and other stakeholders.  Strong communication and interpersonal skills.  Ability and interest to work with a diverse and multicultural team in a collaborative, respectful and culturally appropriate manner.  Ability to multi-task and manage a number of different initiatives at one time, with flexibility and creativity in a complex environment.

Grants and Partnerships Manager, Uganda

The IRC began working in Uganda in 1998 in response to the devastation wrought by rebel group the Lord's Resistance Army in the north of the country. Today, the IRC is helping tens of thousands of people displaced by violence to return home and rebuild their communities, following a cease-fire agreement in 2006. At the same time, in Karamoja—one of the poorest and least developed areas in Uganda—the IRC works with communities affected by violence to promote peace and improve access to services. The IRC in Uganda recently began implementing a new five-year strategic plan that focuses on meeting the unique needs of adolescent girls, strengthening partnerships with the government, civil society and the private sector, promoting accountability and increasing the use of evidence-based approaches. In FY2010, the IRC had an annual program value of $7.7M and employed approximately 180 staff in six locations.
Grant Responsibilities
  • In collaboration with the sector coordinators, conceptualize new projects and develop winning funding proposals
  • Stay abreast of best practices and emerging learning in the four themes of the IRC's new strategic plan
  • Ensure that grants are implemented in compliance with the IRC and relevant donor regulations, including maintenance of updated grant files and organization and follow up of regular grant meetings
  • Organize regular budget management meetings with sector coordinators to ensure strong financial management
  • Develop a communication and visibility strategy and support preparation of materials for internal use within the IRC

    Partnership Responsibilities
  • Ensure that partnerships with the government, civil society and private sector actors reflect the IRC's strategic objectives and the local context
  • Ensure that partnership and sub-grant related administrative processes and procedures are standardized and consistently implemented throughout the program, including pre-award compliance checks, agreements, disbursements, reporting and partner capacity-building
  • Support program staff in assessing partnership opportunities and ensuring that partners receive appropriate capacity-building support in relation to their needs.

    Requirements
  • Masters in international affairs or related subject
  • At least 3 years of international experience; experience in Africa would be an advantage
  • Previous successful experience developing projects and writing proposals for public donors
  • Excellent research and English writing skills
  • Strong design and computer skills would be an advantage

    Specific Security and Housing Situation:
    The security situation in Kampala and northern Uganda is calm with non-violent petty street crime being the most significant threat. In Karamoja there are isolated security threats related to inter-clan conflicts and banditry. Malaria Operational Research Study Coordinator, Uganda

Overview: On November 8, 2008, the Global Fund to Fight AIDS, Tuberculosis, and Malaria approved the launch of an ambitious new initiative to increase access to malaria treatment around the world. Nine countries in Africa and Southeast Asia are participating in Phase 1 of the Affordable Medicines Facility-malaria (AMFm); these countries account for more than one-third of the global malaria burden. The AMFm began operations in June 2009, with orders placed for over 22 million subsidized ACTs and nearly 2 million affordable ACTs in four countries.

The Clinton Foundation Health Access Initiative (CHAI), in collaboration with partner organizations and key malaria policymakers, has developed an operational research portfolio that seeks to address critical outstanding questions regarding how access to malaria treatment can be improved in the context of the AMFm. The projects in this portfolio have been designed to provide rigorous evidence of the impact of various policy innovations that aim to improve the targeting and increase the reach of anti-malarials into the poorest and most remote areas.

CHAI is currently seeking a highly motivated, entrepreneurial individual with outstanding problem-solving, managerial, analytical, and communication skills to support the implementation of a randomized impact evaluation in Uganda. This project will test the feasibility of making rapid diagnostic tests (RDTs) for malaria—blood stick tests that give results in 15 minutes—available in the small private drug shops in rural areas of the country. This position will primarily be based in the field (Eastern Uganda).

Responsibilities:

  • Supporting project implementation including: implementing the intervention, participating in data collection, assisting the Study Coordinator in managing a field team of surveyors, assisting with preliminary data analysis
  • Regularly liaising with and working under the guidance of the Study Coordinator and Principal Investigators leading the study
  • Managing data collection protocols
  • Developing and overseeing data management processes
  • Conducting quality control of data as it comes in from the field
  • Monitoring proper implementation of RDTs and adherence to safety protocols in rural drug shops
  • Liaising with the Government of Uganda and other stakeholders in the malaria community
  • Writing project reports and helping draft policy memos
  • Helping with other dissemination tasks as needed
